In a geopolitical context marked by the return of war and the multiplication of crises, France reaffirms its determination to pursue a genuine cooperation policy. This policy is rooted in a progressive and humanist vision, as reiterated by the French President during the Presidential Council for International Partnerships held on April 4, 2025. <\/o:p><\/p>\n

Our ambition is to conduct this policy in a truly partnership-based manner, with demonstrable impact both on the ground\u2014benefiting local populations\u2014and for French citizens, through enhanced clarity and visibility. France pays particular attention to the least developed and most vulnerable countries, including those affected by climate change. The goal is to focus our efforts where needs are most acute. In this context, state operators\u2014foremost among them Expertise France\u2014are on the front lines. <\/p>\n

Founded in 2015, Expertise France is celebrating its 10th anniversary this year. It also provides a moment to acknowledge the achievements of its teams. The agency has established itself as a key player in international technical cooperation. Year after year, it has expanded its geographical and thematic reach: it now operates in nearly 150 countries, working in areas as diverse as governance, climate, health, peace, and a sustainable, inclusive economy. Expertise France proves its adaptability and responsiveness every day. It is active in crisis and conflict zones such as Ukraine and Syria. It contributes to our transformational agenda in Africa, particularly by supporting youth and entrepreneurship. It also plays a key role in \u201cTeam Europe\u201d initiatives on migration. The mobilization of Expertise France thus serves as a strong extension of French foreign policy. <\/o:p><\/p>\n

This anniversary is also an opportunity to look toward the future. As part of a constructive dialogue with Expertise France, the Ministry for Europe and Foreign Affairs and the Ministry of the Economy, Finance and Industrial and Digital Sovereignty have established an ambitious strategic framework for 2024\u20132026, via a new performance and objectives contract. This framework will enable Expertise France to act with greater efficiency, agility, transparency, and visibility. <\/o:p><\/p>\n

I wish to extend my sincere thanks to all Expertise France staff, both in France and abroad. Each of you plays an active role in promoting France\u2019s influence on the global stage. <\/o:p><\/p>\n
